milky oil in the gearcase

I have a 6 hp johnson model 1979, and the water in the gearcase is the problem, two times I have changed the seals and don't know what happen it, please somebody can tell me what can I do.

You will need to drain the lower and pressure test it. After you pressure test it vacuum test it.

I had chronic LU leakage on my '75. Turned out to be the O-rings in the propeller shaft bearing carrier.

I work on quite afew of those motors and find almost everyone of them have the shift shaft o-ring leaking but like has been said should do a pressure test on the lower unit.
