Mid 80's Evinrude 40hp idles fine but bogs down when throttle is applied

1985 evinrude 40hp, VRO disabled, remote steering & control, on a 15' flat bottom jon boat

Having a problem with this motor.

I recently rebuilt the carbs and changed out all fuel line, the motor would run great in the water at mid to high rpm but would not idle properly or run well at low rpm. So I went back through the carbs and cleaned them again, and also installed an inline fuel filter. It now idles and runs fine at low rpm BUT when I apply throttle it bogs down before reaching planing speed. When it bogs down it will run slowly even with the throttle wide open (it also seems to me to have a more "throaty" sound than before the last carb cleaning...) Any suggestions would be greatly appreciated.

SS, maybe there is some air getting in at the new in-line filter, reducing effective fuel pressure. Check for any leaks on your fuel system's suction side.
 
Well, when I first cranked it in the water, I noticed that the key push function for the primer would not work, so I couldn't try that. It turned out to be the ring nut around the ignition cylinder had worked completely loose preventing the key from being pushed in. I fixed that, but have not had time to go back to the water.
Could that be a factor in the problem?

no not a factor this is troubleshooting, first with key on, do you hear a click back at the engine when pushing in the key?
while running and bogging, and push the key in, the primer will add fuel behind the carb, basically bypassing the regular fuel delivery system(carb), if engine takes off , the carbs are the problem
 
Float parallel with float bowl surface when carb is held upside down. Joe Reeves likes to go ever so slightly elevated. Just a couple degrees off from parallel. Good idea to compensate for vibration, and when motor is trimmed up a bit.
