Mid 60's 5.5 HP

I have a mid 60's 5.5 hp 2 cylinder that has not been run at all for several years. The last time it was used, it seemed to only have one reliable throttle setting, and the actual speed was somewhere in the middle of what was normal. If you try to throttle down for trolling it simply stalls out. I'm thinking it probably needs a carb rebuild and thorough cleaning. Any other ideas about what it might need? And, if it needs a complete engine overhaul, is it worth it?
 
The ignition coils are famous for cracking as they age , so you need to inspect them.---------It may well be running on one cylinder.------------They are a wonderful fishing motor and well worth a complete overhaul if you can do the work yourself.
