1999 Evinrude 15hp 2 cycle

I haven't been using the motor the last few years, but run it every fall in a tank with fresh stabilized gas. Missed last year. This year it fired right up per usual. Ran weak, and stumbled, quit after 20 seconds. Would not re-start. Checked spark, real bold and fat. Squirted starting fluid into cylinder, no start.
Decided to take off the very annoying whatever you call it airbox that is not a filter and keeps you from accessing the carb directly.
Full of sunflower seed husks. No evidence of nesting, just husks.
Husks in the throat of the carb as well, so it ingested some.
Will the seed husks just flow through the intake, cylinder and exhaust and exit out the prop?
Is there any non-carb reason it isn't starting now?
There might be a stuck float in the carb or some other inactivity issue. How hard are these carbs to rebuild?
