I am buying a 1986 merc 116 inline six serial # A940390. Was this built by Mercury or Yamaha?

"I have 2004 50hp,3cyl,2 stoke merc outboard,at times the engine bogs down,has no power even thought the engine sounds like its pulling a load.I have changed fuel lines,tanks,primer pumps,water pump.it starts fine and cruises at 1/4 throttle perfect,when you full throttle it will start to go,then it will surge up and down on its own then it just bogs totaly and you have to take it to a slow creep,pumping the primer or chocking makes no difference.I have noticed the pee hole has little force even though I have felt the head while it bogs and its not running hot.Im going nuts ,can anyone help."
