mercury efi fuel problem

Hello, i have a 2006 25 hp mercury efi 4 stroke outboard, serial # 0r149917. The motor quit on me, got spark, seems the fuel rail is not pressurizing. I pulled the electric pump out of the vapor housing and bench tested it, works fine. I get 2.8 volts on the positive side of its plug when i crank the motor, seems the negative side is not grounding out. High resistance with an ohm meter test. I read online that this motor generates voltage for the electric pump during start up off the stator, this motor can be pull started if the battery if dead. I also read that the ecm controls the ground for most of the sensors and injectors, ect. Is the ecm blocking the ground so the fuel pump wont run, or is there a sensor faulty that is causing the problem? If i ground out the negative side of the pumps plug directly to ground and crank the motor the pump will run and pressurize the fuel rail. There was a ground wire recall on these outboards because of faulty ecm ground, i checked the ground for clean/tightened, seems fine. Anyone have any ideas before i take it to the merc dealer?
