Mercury 9.9 fuel issue..

Okay, I recently purchased a 1987 Mercury 9.9 kicker for my boat. I also run a Merc. 75 on said boat. Both are two cycle engines. I have been using the same fuel line on both motors. However, I noticed today that while running the 9.9 it would begin to cough down and stall out on me. I immediately would try to go to nuetral position, if I made it there quick enough most times I could keep it from stalling out (then rev the throttle to get my rpms back). I also thought it wasnt getting enough fuel so I would grab my primer and it would be soft. I would squeeze it a few times and then it would run fine for another period of time. Does this seem like I am losing suction? is it a fuel pump issue? I am going to replace my fuel filter tomorrow in hopes that it is a cheap fix. What does anyone else think? :confused: Thanks!
 
Well if it is my fuel pump, do you think just replacing the diaphragm would fix the issue? Or will I be needing to replace the entire (discontinued) pump? Thanks for the quick reply as well.
