Mercury 9.9 2010 fuel problem

Hi first sorry for my english.

I bought a mercury 9.9 2010.

There is some issues with the outboard that seem to be related to fuel.

First, when I start it if I push the choke the outboard stall. I need to put it in gear and rev it before pushing the choke. So my starting procedure need to be : choke, start it, put in gear at half throttle, remove the choke.

Then, moving the throttle only change the revolution a little bit, and it doesnt accelerate. Once a remove the choke and try to accelerate, the revolution not change much between any of the throttle position and speed dont change too. The rev and speed are roughly the same at all throttle position. But its like that only a couple of minutes

Because if I leave the throttle at a high rpm, slowly it begin to spit and it looks like the fuel "try" to pass trough the motor. The outboard is starving for fuel.

Eventually, the fuel will reach the engine and then it will run fine at all throttle position. It will run like a new... until I stop the engine.

Once I stop the outboard, the outboard need to repeat all these steps in order to work well.

I made a video of the problem :

I looked at the spark plugs and they look find and the vent/bulb/fuel tank look fine. The fuel hose is not twisted in the outboard and from the tank to outboard.

What is the problems?
