Mercury 9.8 shift question

I picked up a 9.9 merc 110 it runs well pumps water well shifts into forward and is strong,BUT when into reverse the prop turns but doesnt really move the water much in the bucket like its not locking in all the way in forward if turning the prop by hand with plug wires off you can turn the motor over but not in reverse and ideas if this is right clean lower fluid as well thanks...Are you supposed to have full torque in reverse??

You're tricking yourself. Put it on a boat and all should be well.
