Mercury 9.8 HP impeller issues.

I believed my old impeller was bad because it was not spitting water so I took on the task of replacing it. After some trial and error and believe I have put everything back together correctly. I put it in nuetral and put the outboard in some water and when started it would squirt water for a little bit......then steam..........then water.........then steam, and so on, with more steam than water. I took it all apart other than taking the actually impeller out and put it all back two more times with the same results. I am about to pull what little hair I have left out. I am not sure of the year of the motor, it is a push button start so I am assuming one of the later models, late 70's, early 80's, it is a long shaft. Any advice would be greatly appreciated on what I could try.
 
At the top end of the water tube ( under the powerhead ) there is a plastic washer.---This washer is often found melted ( after severe overheat )and folded over the tube thus blocking water flow to the powerhead.---------Believe it or not it is a straight forward job to lift of the powerhead to inspect / replace this washer.---The factory replacement is now a more durable material !!
 
I will look into that........could it possibly be that I did not get the key correctly installed that holds the impeller to the shaft? I believe I did but I am not 100 percent sure. Is water supposed to shoot out all the time or does the motor have some sort of thermostat?
 
You must verify that impeller is driven by the key, they slip out easily for a novice.--Water should come out on most of those without thermostat in a matter of seconds !--------Thermostat housing ( if equipped ) is at the top port side of the block and could be inspected by releasing the spring loaded cover.
