Mercury 9.8 started running like this after troubleshooting an erratic tell tale stream and also steam instead of water.
Removed powerhead to check on the water pump inlet seal/gasket. Good
New powerhead gasket used when putting powerhead back.
Water pump impeller fine and installed correctly.
No thermostat on this model. Air was forced through powerhead and pickup tube and was good flow.
Was using a large garbage bin and water was filled up really high.
The motor seems like it's "missing" as it runs. Not smooth at all.
