Mercury 9.8 110 thunderbolt cooling problem

I’m having problems getting the cooling system to have a good steady stream of water out the telltale. I have replaced the impeller replaced both gaskets on the exhaust plate and cleaned out everything on the head. Air and water (with garden hose) flow good. I pulled the powerhead, cleaned good and replaced gasket. It will have a good constant stream at a low idle but when you give it gas it starts spitting air and water.does anyone know what the problem could be. Thanks for any help
 
Serial # is ?----You replaced the plastic washer under the powerhead?-----In a test bucket the water must be 6" above the impeller.
 
I don’t know the serial number the motor was my uncles and was stolen by his son and tried to sell it. When he got the motor back The serial number plate was gone and the serial number on the head had been ground off with a Dremel or something. It was given to me a few years ago. I think it’s a 1978 model by the decals. The plastic washer under the powerhead on top of the copper water tube? No I didn’t replace that or the rubber piece on the water tube I couldn’t find anywhere to order it from that had it in stock. I may have overlooked when looking to order it. I have the motor in a 55 gallon barrel I was hoping not having enough water was my problem when I first started but it wasnt. Thanks for your response I will look again for the nylon washer to replace it.
