Mercury 80hp 1980 Tilt amp trim problem

The engine is stuck three quar

The engine is stuck three quarters of the way up and I have changed the solenoid and cleaned all the wires and fittings but it is still stuck. It will click for up but not for down. Any ideas anyone?
Need help badly?

If it is not clicking for down there is no power there ????
