Mercury 7.5 not spitting out water while running?

I have a 1971 Merc 7.5hp that I got running, but not pumping OUT water! Could this be the reason why it's not? I have priced the impellers out on ebay and found one for $10, genuine? One is 47-89981 the other is 18-3039?

You need to measure the shaft diameter to determine the correct impeller.----It will be 89980 or 89981
