Could anybody tell me what the purpose is of this integrated tube on the side that looks like it may have some kind of plug in the top

That is the internal passageway for hyd fluid to the far end of the cylinder. Plug is exactly that, a plug installed after machining was completed.

Thank you for the help man are they ever prone to leaking from there? My 2005 50 merc which i purchased used years ago had always had what looks like a bit of jb weld over it I’m too scared to remove it. I’m assuming previous owner had some wot of issues
