Mercury 5 hp won't start?

Hi, my merc 5 hp 2 stroke won't start, I noticed when I was pulling the cord that gas/oil was coming out of the exhaust/prop in small amounts? Is this normal? I have new gas/oil and checked the plug which is good. Any idea's?

Yes, especially when the plugs don't fire.

checked the plug which is good.

What qualifies I as good? Is there a loud snapping bluish spark at the plug?
