If you've ever taken apart this carb, and broken the little jet on the upper carb, you've found that this part is no longer available from Mercury.
I recently had the exact same problem.
I have a small number of them that are newly manufactured locally (via reverse engineering), tested on an actual 40 HP Mercury Mariner Outboard Motor in the water, and it works just like the original.
The parts, the original Brass and the upgraded Stainless Steel versions, are both listed on eBay if anyone is interested.
