I have a Mercury 25hp outboard that I cannot turn of without manually choking it.

I have done extensive troubleshooting, and believe I have narrowed it down to the ecm.
Would anyone have a work around? Maybe a toggle switch I can install?

I took the black/yellow wire directly to ground from the ECM an it will still not turn off.
The issue I'm seeing is, that ECM costs $800.Would anyone have a work around? Maybe a toggle switch I can install?
