Mercury 20hp carb issue

I have 1986 Mercury 20hp with wmc9 carb. I installed carb kit just like old kit come out. When I am priming the bulb and bowl fills fuel starts shooting out a port hole in side of carb and intake of carb. I have set the float at 1'' like I have read everywhere. The only way I can get not to shoot out is set float almost flush. Can someone help me out please.

If it's "flush" but can still move upward it should work.

I lower the float levels of stubborn crabs like these a 1/16 inch at a time from where they are 'supposed' to be until they behave. I clamp the carb in a vise and juice it with the tank--lots easier that way.
