Mercury 2017 150 HP 4 stroke trim problems

I have a 2017 Mercury 4 stroke 150 hp. The battery is new and charged the trim fluid is good. When I trim the motor it is squealing… raises extremely slow.. and seems to be drawing a lot of amperage..almost a burning smell. Any thoughts? Thanks

Most likely it's a check valve inside the pump or cylinder is stuck closed
I would take it apart and clean everything
