Mercury 2012 60 hp not performing at full speed!!

Hello I have a Bass Tracker with a Mercury 60 hp 2011 or 12. The issue that I'm dealing with is that the boat is not performing full speed, around 35-38 MPH like my previous boat witch it was the same boat but a year older. The current boat that I own tops at 28 MPH, just had serviced with oil change and spark plugs, also end up changing the fuel pump and gas filter as well but still at full speed of 28MPH. I would like to know if there somebody that can help me with this issue. Orientation needed???
 
Is the motor turning at its max rpm (a prop issue or tilt angle)? Does the boat seem heavier than the previous one? Is the keel straight [also some of them develop "hooks" and "rockers"] and not fouled by scum?

Yeah it does 6000??? Has to be a the right angle tilt to perform at full speed which it is around 28 mph. My previous boat was exactly the same boat but a year newer which it use top out at 35-37 mph. It just to have a aluminum propeller which a replace with a stainless steel one but performs the same. But it feels like a lag sometimes while running a full speed.
 
The hull design might be different--and subtle differences can kill you!

For example: I had an older 28 Bayliner that would not go over 30 mph (even with a nuclear pile!) The newer 28 footer can easily hit 40 mph, and with the same motor I was running. Frustrated, I climbed under both boats during the winter and photographed the hulls. Other than a different strake location they "looked" the same, but...
