Mercury 2000 40 HP 4stroke 3 carbs

Issue. Sometime motor does not want to engage starter.we took switch off of tiller and disconnected the tow wires. Touched the two wires on motor side and starter kicked in. We were looking at the stop switch also not kill switch. When we pressed it and let go we could not get starter to engage again by jumping wires like before. Thinking stop switch could not be making good contact and not allowing circuit to be complete. And also we disconnected stop switch wires and nothing changed. Any help would be appreciated. Thanks
