i have a 1988 merccury classic 50 on an 16.5 ft aluminum boat.

I know this motor is not known for its great speed but I get up to about 9 mph really fast and then it takes a while to get up on plane top speed is around 27mph. Now the wierd thing is if i remove the metal engine cover my top speed goes to 31 and it gets up on plane faster. Am I running to rich? it idles great and the fuel pump has been rebuilt starts easy. Also what type of fuel economy should i expect. I bet i Burn 3 gals an hour at full throttle. Im really new to the boating thing this is my first one. Help
