Mercury 1980 50hp thunderbolt 4cyl 2 strokl

We have a 1980 50hp Thunderbolt 4cyl 2 stroke.
We have removed lower leg & replced impeller & tested it in a large bucket & we have water flowing out the top of the upper leg water transfer pipe.
We have also put water through the transfer pipe into engine & get water voming out of the tell tale pipe.
Our problem is when we put it all back together we are not getting any water flowing out of the tell tale outlet

Any suggestions ... as this is doing our heads in ...we have had it apart 4 times & still cant find the problem
 
You may have missed the water tube connection when you put the LU back on. If so, water will come out the exhaust with the motor running (which you can't, of course, see in a barrel). If you shoot water into the flush connection on the LU, it will come out the exhaust (engine off and LU in open air).

PS: Just, ah, made that mistake myself. Doh!

Thanks for your input Jeff,
We will be looking into that tomorrow .... my son is pretty certain that he has the tube on there properly.
He has put it into the top hole & the gently put the bottom leg bac, on taking care to line the tube up with the pump feed hole.
We just cat seem to get water out the top tell tale tube when it is all back together.
We have run water into the bottom leg using the muffs it does not get through to the top ... BUT ... it does come out off the exhaust outlet .... does this help with diagnosis.

Yeah; sounds like the tell tale is plugged. Can you keep your hand on the left side exhaust plate when it's running?
