Mercury 150XL Hard to Start once engine is warm

I have a 2002 Mercury 150 XL SWB (carburetor Model)It starts fine when cold, pump the bulb, choke it and it fires right up, it runs great at all RPM ranges. Once I stop and it sits for 5 - 10 minutes or longer it is hard to start. I have found that if I tilt the motor up or if I'm in rough water it seems to be worse. I have found the bulb is always a little soft, 1 maybe two squeezes and it's full of fuel. I usually need to pump the bulb, put it in neutral and give it gas, choking it helps some times, some times I think it makes things worse. When it does start it usually runs rough until I burn off the built up fuel. Fuel is not and issue, drained fuel tank and used new fuel, I replaced the fuel separator and spark plugs, can't find gas leaking.

I have had it in the shop twice for this problem and those two repair shops are not getting a second chance.

Sometimes the engine starts right up and I'm heading down the road.

Any suggestions?
