Need repair advise: I am trying to change out the steering arm I got the two bolts at the bottom out. Also got the shift rod out, the two bolts at the top just spin and I can't figure out how to access the nuts on the back of the bolts as the bottom has a plate with two screws you remove trying to change out trim motor and hydraulics. Would appreciate any good advise. Thanks

Those top bolts run through the top mounts, you need to remove the exhaust plate to access the nuts.I'm assuming you have the power-head off if you have removed the shift rod,age and/or of motor would help.Curiosity, reason for changing steering arm?

age and/or number of motor
Themotor is a mercury 150 the motor came without power trim I thought I could take the power trim off my old motor an put on the new one the motor that came with the boat hade a loose fly wheel so from starting it it twisted about the top inch off the spline part of the crank shaft so no I don't have the power head off I used a punch to take pin out of the shift shaft the bottom end is off so the shafts came right out the bottom the frame for the power trim is 8 inches the frame on the motor is 7.5 so my hydraulics won't fit in the frame any more help would be appreciated

It would still help if you gave us the serial numbers of both motors, and a couple of pics of the trim systems, swivel brackets and saddles as well.
When you say frame,I presume you mean saddle.
But to get at the nuts of the top mounts, the powerhead needs to come off.Alternatively, you could pack out the brackets with a couple of spacers/washers.
I have just done a transfer job on my own 1969 Merc800 onto the saddle of a 1977 115HP,and I had to remove the power-head to get at those nuts.It is not a difficult job, just time consuming if the nuts are old and seized.
