I am seeing fuel in the water and smell gas when I pump the bulb and it isn't getting hard after several tries. The motor will start but runs rough for a while. Any suggestions where to start looking? Thanks in advance.

First post year or serial #------Sounds like fuel pump diaphragm or carburetor float is leaking.

If it's a 2+2 four cylinder engine, there is a molded fuel hose attached to the male connector in the engine pan; that has several molded outlets. They are very prone to cracking and can cause this issue.
