Mercury 115 EFI 4 stroke HELP!

I have a 2004-5 Pontoon 22' that has a Mercury 115 EFI 4 stroke that does not run properly. That i have recently became caretaker of for my mother in law. Starts up fine runs and idles will rev up to 6000 RPM in neutral without Hesitation. Once you put it in Forward it then proceeds to bog down and run horribly and at WOT max RPMs of 2800. had someone look at it and they said bad fuel. dumped all the fuel replaced filters and filled with new fuel to no avail it runs the exact same way and will not get out of its own way...i am at a loss. it is in the water and am looking for any type of fix that I may perform without having to take out and bring to dealer.
Any helpful ideas would be great

I had to change the float switch inside the fuel module, sits between your low lift pump and high lift pump. you might want to take it out of the water to make this repair however.
