Mercury 110 9.8hp 2 stroke

My throttle butterfly doesn't open fully, it only opens about 30% of fully open.
The plastic throttle arm shaft runs against the advance/retard eccentric, and as you twist the throttle the carby opens and the timing advances, as it should.
Shouldn't the butterfly be fully open ?

also my ID plate doesn't align with the s/no's listed for a 9.8

Try 6403---I would guess that the black plastic thingy that swings carburetor open is broken or needs to be adjusted.

They crack or break very easily if the tensioning screw is overtightened.
