Mercury 110 (9.8) Water pipe?

I pulled the power head off my 66 Mercury 110 (9.8 hp) to change the tiller handle bracket. When I was cleaning it I saw some nylon on the water tube coming up from the water pump. So I cleaned off some of the nylon. When going to reinstall the power head I needed some parts and looked on the parts diagram and saw there is supposed to be a nylon washer or spacer on top of the rubber around the top of the water tube. I picked one of the nylon washers but not exactly sure how it goes. Theres a flat side and a recessed side. Can someone tell me how this is suppose to go?

Thanks the problem is the black rubber seal is flush with the face of the cowling leaving no room to fit the spacer in ??

Well-----I install them with flat side up and never an issue !!

Thanks Ive attached a couple of photos. As you can see the rubber seal is flush with the cowl flange but then the spacer sits proud . Do you just rely on the block bolts forcing the spacer by compressing the rubber seal ?
