Mercruiser Timing Chain Tensioner Question

I am rebuilding a Mercruiser 470 and have a question about the timing chain tensioner (top of photo). It is installed the way the manual illustrates but is pressing against the chain fairly hard. There are pre existing grooves in the rubber from the timing chain. Does anyone know if this is normal? Thank you
