MerCruiser Engine wont start!!!!!!

I have a 93 Bryant with a 5.0L 305 GM MerCruiser V-8 Alpha one. About 5 years ago I had it rebuilt with a new block. Then it set for about 4 years and locked up, last summer I managed to get the pistons broke loss (PB Blaster and Diesel) but never could get it to crank fast enough to start. Thinking it might be the starter? Any Suggestions?

Ayuh,.... You could try another starter,...

Whatcha gettin' for a Compression test,..??

Does the motor turn freely, without the spark plugs in it,..??

Have not done a compression test.

I can turn the motor by hand its not just really easy i have to put a little muscle in to it.
