Long story short I took the head off my MerCruiser to make sure the head gasket was not blown I had coolant leaking somewhere after I took the head off I found out it was heat exchanger leaking so I bought a new heat exchanger and I'm good to go my question is after I put the head back on how do I properly set my valves/lifters

Need specific service manual..... not at computer can post instruction.
Hope you kept push rods in exact order and put each one back exactly in the same location.

You do not set valve lash on these engines. Your pushrods have been measured for each valve on a collapsed lifter. Special tool required. That is why it is important that you know where each pushrod came from. You need Mercruiser Manual #8.

Here is the manuals read.

When tightening the rocker arm nut do it slowly so the lifter will bleed the oil out as you are tightening.

Torque each to spec and follow the order in attached diagram.

The torque spec it also in the instruction. I think it says 20 ft lbs

This system is a fixed system and no adjustment is required (as long as the exact push rods are used in the exact locations they came from)(intake and exhaust push rods are different lengths). once the rocker arm is seated then just torque the nut to spec.

It would not hurt anything if you were to use some BLUE Loctite, Thread LOCKER.....A light coating on clean and dry rocker arm studs threads and make sure the nuts threads are clean and dry from oil. This will keep them from loosening as they are old and used already. If the nuts are the "crimped" type and require effort to tighten then NO Loctite will be needed
