Mercruiser 470 Carb Questions

Hello all, I have a Mercruiser 470 in a 1989 cuddy and a few questions about the carb I have. First off, I have completely rebuilt the engine and nearly everything else as well. I have the 2 barrel carb on it and I also installed the pertronix ignition module. The issue I have seems to be a very high idle. I have rebuilt the carb but I have never ever had the boat in the water. Today, I actually had the engine idle around 600rpms, but then when I went to adjust the timing to 8 degrees the engine revved up to over 2000 rpm. Not sure why that would of happened but it did. I have adjusted the throttle cable and I also set the choke to what I believe is correct but nothing seems to be working. Am I missing something simple that maybe someone has encountered? So far, it's been difficult for me to make a move on throttle and see what the carb response is since I've been doing this alone. I'm not new to engine building or carb adjustmenta but I am rusty with this since fuel injection has taken over. This is my first boat and it's been a 5 year rebuild. So I have a $10,000 refurbished boat that's worth $2500 lol

Ayuh,..... Disconnect the cable while workin' on it, hook it back up after,....

The carb has a idle adjustment screw, turn it out abit,....
Advancin' the timin' increases idle speed, the idle screw sets it again,....

When the cable is put back on, it should be slightly pushin' the linkage against the idle adjustment screw on the carb,.....
