Mercruiser 350 surging

I just aquired a 1978 Glastonbury with a mercruiser 350. The engine is a newer lower end with about 50 hours on it and took it out the first time and it ran fine. Last week took it out and runs fine on lower rpms, but bringing it up much above approx 1500 it starts to surge. First I checked inline electric fuel pump, replaced, and also inline filter and carb mounter filter, (Rochester), and also added drier and additive to fuel. Took it back out today, and the problem continues. It will run well enough to bring it up into plane, but anymore and it just surges and tries to stall.
 
Clean entire fuel system from tank to engine.More history is needed.WAs boat running last year? OLd fuel in tank? New fuel added to old, Was fuel pressure checked? Have filters been checked since last run? Is there water in fuel system? Was engine tuned up recently,plugs,cap, wires,rotor, Whats the condition of your plugs?

Engine was running fine two weeks ago, then last week as soon as we put her out on the water, the surging started under acceleration. All filters and pump was replaced, as well as additive for cleaner, drier added to fuel. Last full tune up is unknown.
