Mercruiser 3.0LX Cant trim up while in motion

I just bought a 97 Sylvan 178 with a Merc 3.0LX 135 hp I/O Alpha One. the trim motor works just fine when i am stopped, but when moving, the trimmer doesnt have enough power to push the trim up. I should be able to trim up at full throttle, right? Assuming so, what might be the problem? I just checked the fluid level reservoir today, and it is down quite a bit (about half full). I havent yet gotten to the marina to get more fluid but could this be the problem? Thanks.
