"I had identical symptoms on a 1998 Mariner 150 EFI. My problem ended up being the ECU. Be sure you check everything else because the ECU is expensive!! I took the injectors out and had them cleaned. I used a temporary external tank to insure I had good fuel and no hose problems. ECU was hard for me to diagnose 'cuz there was always fire at all 6 plugs, timing advanced, injectors fired (I even wired in a light and watched it stay lit longer at higher RPMs).

Be sure to check the head temperature sensor. RPMs will be limited if it sends signal to ECU that engine is hot.
