Merc 650 4 cylinder shift/throttle linkage question

SO. I had this 64 Larson boat given to me. It has a 4 cylinder 650, 65hp merc on it. The guy was having trouble getting the throttle to open in forward, got frustrated and tore the control box apart. I bought a used one on Ebay, replaced it, got it installed and I'm pretty sure I have it adjusted correctly. I can get it to shift into F/r/n and get to WOT in both forward and reverse. The problem is, I can't use the throttle lever when I'm in neutral. The shift lever and the throttle lever collide when it's in neutral and it won't open the throttle, which makes it impossible to cold start unless I take off the cowl and manually work the butterfly to give it throttle.

This is a link to the schematic of the lower cowl assembly, parts 23 and 24 are the parts in question. The way they work, the shift lever, 24, moves left and right and clears the way for the throttle lever, 23, to move toward the shift lever and open up the throttle. The problem is, when it's in neutral, there's nowhere for the throttle lever to go, making it impossible to open the throttle with the cold start throttle lever. I've beat my head over this for 2 days now, even called a shop to talk to their 40 years in the business guru only to get asked... "did you buy it here?" and "I'd have to look at it"... Anyone have any experience with these 60's era motors? Is this a single lever control box? If dual lever, the lever(s) could be in assbackwards.

It's dual lever. It has the one lever for shifting and going, and the one on the right side for opening the throttle in neutral. The thing is. When it's in neutral at the motor, I can't work the throttle lever for the cold start. Here's a picture of the schematic.... Now. It will let me start it in gear. I can put it in forward, and then work the cold start lever and it will start. I just don't think you're supposed to so that. But the levers are such, that you can't use that cold start lever when it's in neutral.

Huh? If its dual lever, you use the throttle lever for idle up (and etc.). I'm confused.

Like the first one, but white with black letters. Everything works on the shift lever, I can get fw /Rev and wide open throttle in both. It's just when it's in neutral I can't get the idle lever on the right side to work the throttle. I'll upload some pics tonight when I get home

So. Here's some pictures of what's going on at the engine. The first is just the shift lever in neutral, the second is forward at wide open throttle, and the third is neutral with the idle lever pushed forward. You can see that the throttle lever has nowhere to go. All I want to know is, is that normal? The shifter is designed to block opening the throttle all the way in neutral and reverse. If the linkage is improperly adjusted, that might prevent the gerars from engaging.
