merc 5.0 tach jumping around

I bought this 1999 sea ray with a 5.0 merc not MPI.. Last year I noticed while cruising at 3000 RPM or about, the tach would run up to 4000 or more with no increase in engine speed then drop back down. I did not address the issue last year.
I didnt have any issues this year that I noticed in a couple runs on the river. In running the boat in the driveway, I let it warm up a bit, then put the boat to 2000 RPMs in idle gear. watching the tach, it would hold steady for a bit, then creep to 3000, then drop back to 2000, then creep to 2800 and drop back, then bounce to some higher RPM. engine speed stayed constant the whole time.

Is this a wiring issue? Is that the sign of a bad tach? I thought it just counted the spark files of the distributor. Any insights would be helpful to minimize repair expense and time.

Ayuh,.... Check the gauges ground connection, 'n clean the sender wire at the coil's (-) terminal,....

It could be the gauge dyin',...
