"Are they wearing thru from friction? Are one of the crank pulleys heavily rusted? Belts are too loose?

There should be no more than 1/2" deflection in the middle of a belt when pushed by your finger if the tension is right.

If the crank pulley is in good condition, place a long straight edge across the crank pulley and extend it to the alternator and the power stearing pump to see if the the pulleys are in alignment. Brackets may be loose or bent."

"If the alignment checks out OK you may have a bad bearing or wrong belt tension.
When the engine is idling are the belts thrashing around and vibrating a bunch?
If so, I would take them off and check carefully your water pump, alternator, and PS pump bearings for smooth operation.
Has the flywheel or damper wheel been changed?
My '96 4.3 was still on its first set of belts after 10 years and 280 hours when I removed it. Never any problem.
