MB10A Hole in Engine (Frost Plug?)

Hello, I recently inherited a sailboat with an old Volvo Penta MB10A. The boat was taking on water just before lift out and there were freezing temperatures the night prior. It was stored for the winter without proper winterization. Now that its spring I am taking a closer look, and found that there are two 'holes' in the front of the engine. One is plugged, but the other is open. I have attached a photo.

Some questions:

Are these frost plugs?

Would this be where the cooling water would discharge to cause the boat to take on water with one open?

How can this be repaired?

Thank you Doctur, much appreciated. I assume freezing could have caused this plug to pop out, correct? And with the intake seacock open the vessel would take on water? If so then that likely explains what happened. The hoses all appear intact.
 
That is a “casting core” opening.
The OEM plugs are “casting core plugs”!
A freeze may have pushed it out. If you are lucky, there may be no damage.
