Mariner Mag II temp losing power

I have a 1989 Mariner Mag II. When running at full throttle I notice that the engine would temporally lose some RPMs (100-200) then would be fine again. I checked the spark plug wires and found one with insulation starting to wear out so I replaced them but that did not seem to help. I also notice now that the engine sounds like it’s going to bog down when taking off but then runs fine. It still loses RPMs temporally while running. So how did I make it worse and what are the next steps to try and fix this ? Any help would be appreciated.

Dirty high speed jets in the carb? Fuel filters clean? Spark plugs in good condition?

Jets look clean, New plugs and new fuel filter. No difference.

Use a timing light to see if that helps you determine whether it is spark or fuel related.

Pull the caps off and spray a good shot of Deep Creep (Seafoam in a spray can) into them and put the caps back on. Run the hell out of it the next day. My 115 hp 4 cylinder 2+2 was doing that until I did the Deep Creep cleaning; runs great now. It kicks in like a big 4 BBL carb.
