Mariner Mag II temp losing power

I have a 1989 Mariner Mag II. When running at full throttle I notice that the engine would temporally lose some RPMs (100-200) then would be fine again. I checked the spark plug wires and found one with insulation starting to wear out so I replaced them but that did not seem to help. I also notice now that the engine sounds like it’s going to bog down when taking off but then runs fine. It still loses RPMs temporally while running. So how did I make it worse and what are the next steps to try and fix this ? Any help would be appreciated.

Jets look clean
Pull the caps off and spray a good shot of Deep Creep (Seafoam in a spray can) into them and put the caps back on. Run the hell out of it the next day. My 115 hp 4 cylinder 2+2 was doing that until I did the Deep Creep cleaning; runs great now. It kicks in like a big 4 BBL carb.
