Mariner 99M year and parts

"I have a Mariner 9.9M serial

"I have a Mariner 9.9M serial number 682CS 051551 and I'd like to know the year.

I think it has a bad coil, open from plug wires to ground and primary measures shorted. Any ideas where to get parts?
