Mariner 8 hp powerhead removal

1979 MARINER 8 hp(M). Have removed "head"/ gasket, waterways completely corroded up with salt, have removed 6 bolts / nuts to underside of cover, tried rocking powerhead off leg, no movement at all!! Is it necessary to drop lower unit off leg to remove powerhead? I will have to do it at somtime to check impeller, waterpipes etc but I wish to check out & clear all waterways in powerhead first. Any suggestions / procedures to carry out powerhead removal wil be greatly appreciated.

Remove the lower unit. Try it again, if you need to, tap it with a dead blow mallet.... I have had to put them under pulling pressure using a flywheel puller hooked to a hoist for a few days before they will pop off.
