Mariner 4hp won't turn over

Hi Guys,

I have a 4hp mariner and the engine won't turn over. I have removed the start cord mechanism and that works fine, but everything else is jammed. I have not used the engine for 7 months but it was working fine when last used. I have been using the correct 2 stroke fuel mix.

Any suggestions and steps to fix the problem?

Remove sparkplug and see if there is rust on it.----------------Remove plug on gearcase and see if there is oil or water.----------------Where was is stored ???------------Any chance it got flooded / rain water into it????------------------If it is a 4 stroke was it stored / laid down properly ????
