Mariner 25 controller pulls instead of pushes

I've got an 85 mariner 7025225 25 horse. Came with a gen 1 control box, both taken off the same boat. I'm hooking up the cables, and the controller pulls the cable when engaged, however the throttle linkage on the motor needs to be pushed. I feel like I'm missing something obvious. Can anyone help?

Yeah they are hooked up right. That was the first thing i checked.

What type of control box?

A Yamaha 703 external side mount control box for instance can be changed from push to open to pull to open. Perhaps yours is similar.
