Mariner 1996 9.9 4-Stroke Cooling Question

I have a 96 Mariner 9.9 4-Stroke and I recently changed the impeller. I have never run this motor out of the water before. When I hooked up the ear muff in the driveway for a test, water is leaking out of both sides of the motor from the bottom top flange where the lower unit bolts on. The water is coming straight down out of 2 holes on the flange in about 1/4" diameter streams. The holes are about 4" in front of the bolts holding the lower unit on. It's almost as if I left 2 bolts out. Is this normal or did I do something wrong putting it back together? I did not notice any water coming out of the pee hole but I turned it off pretty quick so that I wouldn't damage the motor.
