Manual Trim Lock Issues

I have a 1970 60 Hp Johnson Hydro Electric Shift engine and I am having issues with the manual trim lock mechanism not staying locked. When the engine is down it is supposed to stay locked to the transom to keep it in place. However mine won't lock at all it will go into place but if you pull up on it, it unlocks. Or if you put it in reverse and give it some gas the engine comes out of the water and slams down. If you need pictures to understand let me know.
 
Gotta be something missing. Check it out against the parts list. I'm suspecting #33 (2 ea)

So I looked over the locking mechanism and did not see anything missing. Part #32 I am assuming are the cotter pins that go into Part #30 which are there. I am attaching some pictures of the lacking mechanism. They aren't the greatest but may help. Could the rod I have be too small in circumference?

Maybe I'm not seeing, but I don't see the release springs #33. They are what senses the overload when you hit an underwater obstruction, and release the lock. But it has been many moons since I've looked at one up close and personal.

Sure, the wrong tilt rod could be a problem if that is what you have.

BTW, gotta love your manual release rope.
 
So I went out and looked at it and it is missing Part #33 but the real question is do I need Part #34 and #32 as well. Now that I'm reading the title for Part #32 I'm not thinking its a cotter pin.
