manual tilt problem

Have old 70 hp Johnson with no power tilt-lift. When I pull the lift-run lever to tilt, can't lift motor. Appreciate any help.

you got it in neutral or forward?there is a reverse lock to prevent it coming up in reverse...

No reverse lock on that model that is released with the shift controls.-----Reach in and lift the lock on the tilt pin by hand.---Tilt motor up.--------Then see what is missing / broken / or needs adjustment
