Manual Starter 1995 25 hp

I have a 1955 Johnson 25 that does not engage the ratchet on the flywheel when I pull the rope.It did work now does not. I took the assembly apart and what I have found is that the pawls do not move when I pull or release the rope. There is tension from the spring. The manual I have does not give much on this. Any ideas? Thanks.

Does the friction ring need to

Does the friction ring need to be tight without any play (being able to push it down)?
Does the pin on the spindle go in the single hole or does it go into the groove that allows it to move back and forth a bit in the starter housing?

Does this description make any sense?
